A gate that still swings or rolls true is usually worth saving. A new operator, fresh hinges or a new roller is a normal repair, not a reason to replace it.
Replace it when the bottom rail has rusted through, when parts for an older operator are no longer made, or when the gate is heavier than the motor can move. The same goes for a gate taller than the lot allows (see the height rules below).

Do I need a permit for a new gate?
Usually not a building permit. LAMC 91.106.2 exempts fences other than masonry or concrete up to ten feet tall. Masonry or concrete over three and a half feet is not exempt, the zoning height limits still apply, and wiring a motor is separate electrical work. Ask what your job needs.
Can the old motor be kept?
Often, if the gate is sound and the operator is sized for it. Parts decide it: some older operators are no longer supported, and a discontinued board can cost more than a new unit. Ask which way yours falls before approving the work.
My house is up near Mulholland. Does that change anything?
It can. Within five hundred feet of the Mulholland Drive right of way, a gate visible from Mulholland must be one of a set list of materials, and black or dark green wrought iron is on it. That comes from the Mulholland Scenic Parkway Specific Plan, Ordinance 167,943.
